Orders of the Secretary of State for India on the report of the Financial Relations Committee. Amendment of Rules 15 of the Devolution Rules so as to prescribe that if in any financial year the total amount payable by a Local Government under sub-rules (2) and (3) exceeds the amount of the share of income tax allocted to it under sub-rule (1), the fixed assignment for that year shall be deemed to have been reduced by the amount of such excess.
