Amendment of article 773 (a) of the Civil Account Code so as to authorise the Bengal Government to appoint any person, other than a native of India, to the Second Presidency Magistracy, if at the time the rest of the Presidency Magistrates (other than the Chief Presidency Magistrate) are natives of India.
