Diwan Bahadur A.Ramaswami Mudaliar`s Bill to amend the Madras Civil Courts Act, 1873, so as to transfer from the High Court to the local Government the powers to appoint District Munsifs, and to transfer and to suspend or remove Ministerial Officers of Subordinate Courts. Secretary of State`s refusal to make a rule under Section 96 B (2)of the Government of India Act to authorise the Indian Legislature to proceed with the Bill.
