With reference to letter hence, No. 4898, dated 27th September last, relative to the proposal to establish a Reformatory for juvenile offenders in those Provinces, forwards, for consideration, the accompanying copies of the papers noted, received from the Magistrate of Etawah and the Inspector General of Prisons, N. W. Provinces, and solicits early orders to the same.
