Attitude of the Russian consul at Kashgar with regard to Mr. Macartney`s status. Postponement of negotiations for securing Chinese recognition of Mr. Macartney`s appointment as H.B.M.`s Consul at Kashgar till the conclusion of negotiations as to the adhesion agreement respecting Tibet. Instructions to Mr. Macartney to refrain from using the title of Consul in the meanwhile.
