Refusal to exempt from customs duty `Solar distillate` and petroleum imported for use as ufuel and exemtion from the whole of the customs duty in excess of 5 per cent ad valorem on petroleum which has flashing point at or above one hundred and fifty degrees of Fahrenheit`s thermometer, and which is proved to the satisfaction of the Customs Collector to be intended for use exclusively as fuel.
