Malwa Durbars asked to reduce poppy cultivation in their States in view of the new opium agreement with China and informed of (i) the decision to introduce an auction system for the export of Malwa opium to China, (II) the proposed increase of the pass duty to Rs.200 a chest, and (III) the conditions on which they can share with Government the extra profits under the auction system. Decision not to give China certificates to exports of Malwa opium after 1913.
