Establishment of a convention that before offering an employment under the Central Govt. to a retired officer, whether belonging to an All-India or Provincial Service, the Provincial Govt., concerned should always be consulted. Decision that Provincial Govts., are not competent to sanction the re-employment of retired officers including those previously under the rule making control of the Secy., of State, to posts created by them under their own powers.
