Refund of excess duty paid by Messrs. Binny & Co. on a consignment of champagne and claimed by them after the lapse of time fixed for the grant of such refund under Section 40 of the Sea Customs Act VIII of 1878. Suggestion of the Government of Madras to amend Section 40 of the Sea Custom Act, so as to empower Local Governments to deal with such claims for refunds of custom duty, negatived.
