Report to be made to the Finance and Commerce Department of any case (either of a gazetted or a ministerial officer) in which the Exchange Compensation Allowance is passed for the first time to an officer of the Financial Department, who is not subject to the rules in Chapter XIII of the C.S.R., or wo not produce a certificate of title to the allowance from the Local Governmen.
