Ruling that a Govt. servant who is regarded as on duty during a period of inspection preliminary to assumption of charge of a new post should not be deprived during that period of the benefit of any increment which he would have drawn if he had not been transferred. Amendment of Clause (III) of hte Audit Instruction in para.6 of Chapter XI in Section I of hte Manual of Audit Instructions.
