Decision that all orders which have a financial bearing and involve correction to the existing rules in the C.S.R, C.A.C. and other authorised Codes of the Government of India and in the various Provincial Codes and Manuals should be referred for scrutiny to the Comptroller and Auditor General or the audit officer concerned, as the case may be, before issue.
