Addition of a proviso to sections 5 and 5(a) of the Pay and Acting Allowance Code regarding the conditions under which acting allowance may be drawn by an officer acting in a higher appointment in cfon sequence of the absence of another officer on Privilege leave during the first thirty days of such leave.
