Delegation to Provincial Govt. of power (1) to grant special privelege leave to officers unavibality prevented from rejoining in India within the period of their leave by the distention of railway & Steamer Services occasioned by the war and (2) to relax the provincies of article 260,308 & 338 (b) (III) C.S.R. and the corresponding provisions in the articles in part V in special cases.
