To Secretary - Acknowledges letter dated the 29th December last proposing that the Superintendant of the Botanic Garden North West Provinces be perenitted to send free of Charge Parcels of seed to Bombay for transmission to England by the Overland Mail and states that Government is unable to Sanction any extension of the prvilege of franking.
