Question of delegation of powers and fuctions to the Lt. Governors of Vindhya Pradesh and Himachal Pradesh the Chief Commissioner of Bhopal in the executive field. Decision that the Govt., of Part C States Act, 1951 does not contain any provision which would have effect automatically to transfer or delegate to the Cheif Commissioner or Lieut. Govr., of the executive power of the Union in respect of any subject.
