Letter from the President and Council of Bombay, stating that on account of the distress of the garrison at Tellicherry for want of money they have permitted the Reisdent and Factors to draw bills on the Board to the amount of one laks of rupees, requesting them tidischarge such bills as well as those they have drawn on them,and reporting the departure of Mr. Draper and General Goddard and the succession of Brigadier-General Mathews in place of the latter.
