Letter from the Hon. A. Ramsay, Assistant to the Collector of Midnapore, to the Court of Directors, stating the circumstances whch delayed his arrival in India, praying that he may be permitted to draw his allowance fro the time the ship in which he was coming was wretcked , and enclosing a copy of the reply he received from the Board on the subject.
