Respecting the Coir imported from Madras on the Ships Lady Hayes & Fergusson & pronounced by a Committee of Survey to be in a loose, wet and unmerchantable Condition - do not think that the full freight should be paid without referring to the Madras Government and if shipped in the State it has been delivered the loss must be borne by that Government. As Messers Mc Intosh & Company press from immediate Payment of the freight of the Lady Hayes - Submit copies of the correspondence & Survey Report for the early orders of Government.
