That the practice adopted by Magistrate and other authorities Civil and Poll. of granting Passport or Certificate or other documents in the nature of Passports to pensons travelling or inteading to travel from one part of India to another being quit unnecessary and liable to met abuse is strongly probihated for the future. That hereafter no passport or document of any kind will be granted to any person travelling or inteading to travel in India either in the Temitous subject to the E. I. Company or in Native states but that persons intending to travel from India to foregin countries as hereto fore obtain Passports on application to Government in the proper Department.
