Secretary - Calls attention to an irregularity on the part of the Madras Government in referring to the Court of Director with out previons Communication with the Government of India an Estimate ammounting to Rs. 127,875.5.8 for completing the Sonthern Trunk Road from Madras to Vicravandy to which Sanction is requested by the Madras Government in its dispatch No. 7 of 6th June last.
