Secretary Bengal - With reference to the foregoing observes that the endeavour made by the Officiating Commissioner to defend the conduct of the magistrate against the order of the 6th June 1855 does not hold good nor is it considered that the Lieutt. Governor orders is likely to be of any practicul good in putting a stop to the system of inpressment requests therefore that a further special circular be issued to all local Offices in the lawer Provinces pointing out in precise terms the absolute issegality of impressing Carts Boats or anyother conveyance or of forcing labor or hire of any description except for purposes indicated in Reg. 3 of 1820.
