Recommends that the Deputy Superintendant at Madras and Bombay be invested with the power of suspending their subordinates considers it necessary that it be intimated to the Civil Employes in the Electric Telegraph Department that disobedience on under delay in obedience to orders will be visited by unmediate dismissal.
