Provisions - In reply to the above sanctions the arrangement and Communicates remarks on the subject of the Auticipated saving during the first years of the introduction of the new schools and inprovement of the old Schools the Lieutenant Government has no Authority without sanction of Government of India to appropriated Government # or Revenue for any purpose whatsoever, ancient eastemary appropriations for Village parposes excepted. Calls for an explanation to appropriations alluded to in the 2nd Para of his letter. Suggests the propriety of abolishing the system of pay according to length of service and to extablish system of Classes instend according to the authorized rules of Salary. Desires to be furnished with a revised and Comprehension statement of the Establishment to be entertained in all 16 Districts for the recognition of officers in the several Rules of Salary.
