From Chief Secretary - With reference to letter dated 23rd September & Enclosure, states that it having appeared to the Madras Government that the Secretary of State, in one important points had not correctly understood the intention of that Government in respect to the conduct of them Home correspondence, it has been deemed proper at # to remove that misapprehencive fy furnishing an explanation on the subjecty as per Despatch addressed to the Secretary of State, copy of which is enclosed.
