From the Superintendent of Marine - With reference to Memo hence No. 1336 dated the 19th Instant, concurs in the opinion that the Steamers employed on carrying coolies from the continent of India to Ceylon should be oblized to obtain. Certificates under the conditions of At XXI of 1858 and that the ispector of these Vessels should be made at least twice in each year - With regard to the space to be allotted to each passenger is of opinion that the minimum laid down in Act I of 1857, namely 4 superficial feet should in no case be diminished.
