To - Forwards a letter from the Secretary to the Government of Bengal with copy of a communication from the the Commissioner of Cuttack, amiouning that an officer Senior to Col Froster is on his levy to Sumbulpore to take command of the 40th madras N.I. and suggests that some other arrangement be made with refer to that Regiment by which desbarrassment may he avoided - The H. the president in Council is of opinion that in case it should not he found practicable to allow the head quarters of the 40th M.N.I. to return to Cuttack - Col. osborne should be replaced in the Commander of that Resiment by an officer Junior to Col.Froster.
