To Secretary - In reply to above intunates that it is not the wish of thw Governer General that merchunts keeping presses only for printing Commereial Cerculars to be sent to their Constituants in England or elsewhere out of India should be required to take out a lecuse under the proveseions of Act XV 1857 or that the magistrates should procud against the proprieters of such Presses unless any documents printed thereal are circulated or publiahws in India.
