Submits, extract of a letter from Brevet coll coghlan of arty representing that as senior major his Regt.and also brevet Lt.Coll he commanded from 11th november 1857. from which date he is entitled to court to wards the 3 years required to quality him for promotion to the rank of colonel and that there fore his commission as colonel should date the 28th november 1854.
