Procedure for the grant of certificates of approval, prospecting license and mining leases in the States of the Eastern States Agency. Decision that a Ruler of a State who is not a member of the Cham of Princes in his own right cannot grant prospecting licenses or mining leases to his subjects without reference to Government and that a Ruler of such a State can grant certificates of approval to his won subjects
