Ruling that the rule making power of the Central Government under section 24 of the court Judges (Conditions of Services) Act, 1954, does not extend to matters pertaining to the conduct of High Court Judges to matters the provision of Articles 221(2) of the Constitution and that rule 2 of the High Court Judges (Part A States) Rules, 1956 cannot have the effect of applying to Judges of High Courts the All India Serving (Conduct) Rules 1954
