Recommending that the road to the Thibet through Sikhim be at once undertaken & authority given for a survey of the Commissary also the payment of Rs. 20,000 to the Raja of Sikhim as an acknowledgement of his good conduct since the peace, with a view to enable him the better to give assistance to the officers of Govt. who may be engaged in making the road, that sum equal him he promised him on its completion etc.
