I. Enquiry by the Government of Bombay whether the powers conferred upon Local Governments by corrigendum to Article 137, civil Account code, to grant advances to gazette and non-gazette officers for the purchase of means of conveyance other than a motor car or motor cycle, contemplate the withdrawal of the powers at present possessed by the controlling officers and commissioners of division in the Bombay presidency to grant such advances subject to certain conditions. Insertion of an additional clause (IV) to Article 137(i,i) civil account code to the effect that the article purchased with the advance will be considered to be the property of government until the advances is repaid.
