1. Refusal to award a customs duty refund on a specific good that Capt. P. Sykes (H.B. M's consul in Seistan) had purchased in Karachi and exported through Quetta and the Nushki route to Persia. II. A proposal to modify the Sea Customs Act of 1878 was rejected in order to add the provision for refunds on goods exported to Persia via Baluchistan.
