A system of such allowances does not, in principle, commend itself to the Government of India for a number of reasons, according to the Chief Commissioner and Agent to the Governor-General in the North-West Frontier Province, who informed that he is competent to grant good service personal allowances to selected Head Clerks of District Offices and Head Treasury Clerks in the North-West Frontier Province, subject to certain restrictions.
