Question whether an officer of a Provincial Engineering Service placed in divisional change and drawing a pay which is less than the minimum pay in the Junior Scale of the I. S. E. is entitled to draw a pay of 4th year- on the senior Scale of that Service (Case of Mr. B. B. Chaudhari, Asst, Engr. Assam P. W. D.).
