Proposed amendment of the Indian Merchant Shipping law so as to regularise the practice (1) of carrying discharged lascars as passengers on boards uncertificated vessels, and (2) of carrying lascars as passengers for employment as seamen in other vessels belonging to the owners of the conveying vessels either in or out of India.
