Question of the power to grant rewards to police officers for the apprehension of offenders and for intelligence leading to the discovery of crime and the delegation of powers to certain police authorities to grant such rewards within specified limits whether previously offered or not under article 73 of hte Civil Service Regulations if a rule to this effect is made under sec. 12 of the Police Act, V of 1861, and embodied in the local police manuals.
