2. Orders that railway administrations which supply surplus energy to their employees, either free of charge or at a cost not exceeding the actual cost of the supply, do not thereby engage in the business of supplying energy within the meaning of sub-section (1) of section 28 of the Indian Electricity Act, 1910.
