Question whether spirit imported from Java by Messrs. Arratoo and Company for the Bombay Government, delivery free at the Sewri Warehouse, for issue to retail vendors as country spirit, should be regarded as goods belonging to Government (and therefore not liable to customs duty) within the meaning of the proviso to section 20 of the Sea Customs Act, 1878.
