Refusal to grant a certificate under section 86(2) of the Civil Procedure Code 1908 to Nathu Mal Rickshaw Chaudhri, Pathankot to permit him to file a civil suit against H. H. the Maharaja of Kashmere for the recovery of certain alleged sums on account of the supply of reckshaws in the year 1915.
