Request from the Civil Engineers Association, India and Burma, that in regard to the memorials of I.S.E. Officers serving under the Central Government the appellate authority should not be the Ministry of Works, Mines and Power, but should either be the Union Public Service Commission or the Ministry of Home Affairs. Decision that every memorial to the President (against a non-appealable order) from an I.S.E. officer, serving under the Central Government, should be referred to the Ministry of Home Affairs before final orders are passed
