Recommendation No. 11 (Paragraphs No. 12 to 14). 11.1 The committee which will watch the results of the steps taken by the Min. of Rlys. to avoid accumulation of the steps taken by the Min. of Rlys. to avoid accumulation of outstanding 'suspense balances' thro' future Audit reports. 2. The committee would draw the attention their 10th Report (1st Lok Sabha) and reiterate that large sums lying under 'suspense' without being charged off to the respective final heads of accounts vitiate parliamentary control over expenditure and are, therefore, highly objectionable. 3. As the outstanding under 'suspense' (comprise advances to contractors, there is a risk of serious financial loss if these dues are not claimed in proper time
