Charas being smuggled through Chitral from Chinese Turkistan to British India. On the premise that the Mehtar of Chitral accepts the plan to create a bonded warehouse there, a yearly stipend of Rs. 5, 000 is suggested. (See F.No. 485-7/25) for approval of the Chitral Bounded Warehouse
