(1) Grant of privilege leave in advance to officers who were unavoidably prevented by dislocation of rail and steamer service from rejoining duty within the period of their leave at a later period of the war than August 1917; and (2) The decision that extension of furlough or leave up to a maximum of 14 days days under Article 237 (c), Civil Service Regulations, should not be limited under Article 233, but may be granted whenever the officer has furlough due within the meaning of Article 304
