Education Policy. Appointment of teachers in leave vacancies in the single - teacher austerity type Primary Schools. Reference from GM., N.F.Railway regarding attention of the Railway administration drawn to Board's letter No. E(ADJ) 48-L Rl dated 14.8.51 vide which leave reserve was not considered necessary in the case of school staff but substitute could be engaged where considered essential. In view of these Instructions the Railway Administrations can appoint substitute teachers, Railway Administrations can appoint substitute teachers, where considered essential, in all vacancies casual or otherwise, in single - teacher schools
