Training institutions Matters came up for discussions at meetings the Deptt. council of JCM Following instruction issued to Rly that (1) staff deputed to training institutions for training be permitted to continue membership and as office bearers of recognised unions of Rly. Employees, and (staff working in such institutions be also permitted to become members or office bears of such recognised unions:- they can have veriodical meetings with their officer in also numbers of meetings limited to 3 years per union (2) Reference from W. Rly. point clarified that in the case of staff such as those working in zonal Training School at Udaipur, who belong to Ajmer their long term grievances are matters for PNM meetings at Division level. (3) Rly. Teachers are not industrial employees. Question of the joining trade unions, or giving them facilities of periodical meeting referred to under item Nos 1(i) and 1(ii) above does not arise
