Rules for running staff should be based on total duty from signing on to signing off, as per the departmental council meeting on May 1, 1972. This decision was made in response to a suggestion made by AIRF for discussion at: (1) Rest of Headquarters (a) For duty of less than 8 hours - 12 hours (b) For duty of 8 hours or more - 16 hours. (2) Made it clear that all running staff would not be eligible to receive the grant of novelized headquarters rest if they are employed on tasks that allow for daily rest of headquarters, such as those on shunting operations, suburban trains, ballast trains, or as pilots
