Decision that the eligibility for the grant of special contribution/gratuity to the staff who had opted for India/Pakistan but were discharged on their refusal to implement their option should be affected by their refusal such staff may therefore, be deemed to have been discharged as distinguished from dismissal for reasons other than misconduct and paid special contribution/gratuity provided their service has otherwise bear good, efficient and faithful
