Rejection of a proposal that the obligation of paying special late fees for the receipt and transmission of telegraphic mesages tendered for despatch during the hours when the office of orgin or destination are closed, should be imposed on the officials of the French and Portuguese Settlements in India and the Kelat andn Kashmir States who are allowed to send messages free of charge over the British Indian tlegraph system.
